Kirk is actually one of the few people in Camp so far that Felix is inclined to proactively seek out for conversation. They've got semi-similar backgrounds, Kirk is human (yay!) and it doesn't really hurt that he's attractive. (Felix isn't actively thinking about that last one in terms of relationships, but it's not like he can help noticing.) He has the slightest reservation about the whole Captain thing, because Felix and the military establishment/hierarchy are not on good terms right now, but Kirk seems like a decent guy and he's not inclined to make an issue out of it until it actually becomes one. So, yeah, he likes him! Inasmuch as Felix likes anyone in Camp right now.
For the record, on the subject of his world, even Felix would admit that yeah, the whole Cylon thing was a really dumb idea and that it wasn't handled properly at the beginning. He's a little less lenient on everything else (and also he tried to fix it! aaaaand Kirk probably isn't going to be all that okay with his idea of fixing it.)
Leto, on the exact opposite of the spectrum, is about a hairsbreadth away from getting placed on Felix's ACTIVELY AVOID list. Of course, it's partially the whole being more than human (or, as Felix thinks of it, not human) thing, but honestly he has no idea from their one conversation how much Leto knows about his life. The idea that someone in Camp might know about the whole New Caprica thing is downright unpleasant and he'd like to avoid talking about it, thanks. Besides, he's more than picked up on Leto's amusement and that just makes him more grumpy.
